OpenAI Ads vs Google Ads: How Ad Selection Works and What Advertisers Should Know

8 min read

Google documents factors that affect eligibility and position in Search Ads, and describes Smart Bidding. The sources used here do not establish how ads in ChatGPT are selected. Treat proposed signals as unknown until verified, and assess campaigns using their own data.

Google Ads and advertising in ChatGPT are not equally documented in the sources used for this article. Google explains broad factors that affect Search ad eligibility and position, and describes how automated bidding works. The verified official sources used here do not establish how ads in ChatGPT are selected.

The short answer: Google Search Ads are not ranked by bid and query alone. Google also names ad and landing-page quality, eligibility thresholds, auction competition, search context and the expected impact of ad assets. Smart Bidding automates bids towards conversions or conversion value. The sources used here do not explain how ChatGPT selects ads.

Separate eligibility, placement and bidding

When comparing advertising systems, distinguish three questions: whether an ad is eligible to appear, which eligible ad gets a placement, and how the bid is set for a particular opportunity. These processes are related, but an answer to one does not explain the others.

For example, Smart Bidding automates bids in Google Ads. It does not, by itself, explain every eligibility or placement decision. Knowing a bid also does not reveal which other ads entered a particular auction or why one advertiser received the placement.

What Google says about Ad Rank in Search

Google uses Ad Rank to determine whether an ad can appear in Search and, if it is eligible, where it sits relative to other ads. Google says it calculates Ad Rank for each search and takes ad locations into account. This description concerns Search placements; do not automatically apply it to every Google Ads campaign type.

Google’s Ad Rank guidance names six broad factors:

  • Your bid: the amount you are willing to pay for a click.
  • Ad and landing-page quality: including usefulness and whether the page meets the expectations set by the ad.
  • Ad Rank thresholds: minimum requirements an ad must meet to be eligible to appear.
  • Auction competition: other ads competing for the relevant placement.
  • Search context: examples include the query, the person’s location, device and the time of the search.
  • Expected impact of ad assets and other formats: for example, additional links to pages on your site.

The practical point is that a high bid alone does not guarantee an impression or a particular position. Google also assesses the ad and the page it leads to. If an ad promises a service but the landing page does not explain its terms or the next step, raising the bid will not fix the page.

Google does not publish a fixed formula or factor weightings on this page. The Quality Score shown in an account summarises some aspects of the quality assessment; it does not reveal the full Ad Rank calculation for a particular auction. It is not a score that lets you calculate an exact position.

What Smart Bidding changes

Smart Bidding is a set of Google Ads automated bidding strategies designed to optimise for conversions or conversion value. Google describes it as auction-time bidding: machine learning and contextual signals help set bids for individual auctions. Examples in Google’s Smart Bidding guidance include device, location, time, the actual search query and the ad variation. The signals used depend on the strategy and campaign type.

Smart Bidding automates bid setting; it does not guarantee sales or leads. Conversion-based strategies require conversion tracking. Before launch, check that the action recorded in Google Ads — such as a purchase or form submission — is tracked correctly and represents a meaningful business goal. If an action is recorded twice or does not represent a valuable outcome, the system receives a misleading signal.

Google offers Smart Bidding across different campaign types, but that does not make every advertising auction the same. The Ad Rank description concerns Search placements. For Shopping, video or another format, check the guidance for that campaign type.

What is known about ad selection in ChatGPT?

The verified official sources used for this article do not explain how ads in ChatGPT become eligible, are selected or are ranked. They do not confirm whether the system uses conversation context, bids, ad content, landing-page information or user signals. They also do not establish how much any of those factors might matter.

This describes the limits of the evidence available for this article; it does not prove that a particular signal is never used. “OpenAI Ads” in the headline identifies the comparison topic. It does not confirm an official product name, availability or campaign format. Before planning spend, check OpenAI’s current official information about terms, locations, settings and reporting.

Do not assume that paying for an ad changes ChatGPT’s organic answers or guarantees that a business will be mentioned. The sources used here do not establish that connection.

Hypothetical example: advertising a website audit

Imagine a company selling website audits. This is an illustrative scenario, not a real campaign or a report of results.

For Google Search Ads, the company could write an ad about its audit service and send visitors to a page explaining what the service includes and how to enquire. Before launch, check whether the queries triggering the ad fit the offer, whether enquiries are recorded as conversions, and whether the page delivers what the ad promises. If visitors cannot tell what the audit includes, a higher bid will not fix the page.

For ads in ChatGPT, the company should not assume that a conversation about website problems will trigger its ad, or that a particular bid will make selection more likely. First check official product information and the settings available to advertisers. An accurate offer and useful landing page are sensible campaign preparation, not a verified way to influence an undisclosed algorithm.

What to check before launch

  1. Identify the campaign type. In Google Ads, record whether you are assessing Search or another format. Use guidance published for that placement.
  2. Check the ad against its landing page. Make sure the service, terms, price and next step on the page match the ad. Remove claims you cannot substantiate.
  3. Choose a measurable business goal. Decide which action counts as a result and check that your advertising or analytics setup records it.
  4. Test conversion tracking before using Smart Bidding. Submit a test form or complete a test purchase. Confirm that the conversion is recorded once and has the right value, if you use one.
  5. Confirm availability for a new format. Check the official rules for your location, creative requirements, targeting and available reports.
  6. Compare campaigns against the same business goal. Look beyond click volume and cost to the quality of enquiries. State the reporting periods and account for changes to tracking.
  7. Keep documented facts separate from hypotheses. Record what the documentation confirms and what you want to test. Do not present an unverified theory about an algorithm as a known selection factor.

Use published rules and campaign evidence

For Google Search Ads, the published descriptions of Ad Rank and Smart Bidding help you decide what to check in bids, ads, landing pages and conversion tracking. They do not provide a fixed ranking formula or guarantee a result. The verified sources used here do not disclose how ads in ChatGPT are selected. Check current official product information first, then assess any available campaign using its reporting and the quality of its enquiries.
